 The locomotive was created as a joint project of the locomotive repairer Zakłady Naprawcze Lokomotyw Elektrycznych (ZNLE) (later Newag Gliwice) in cooperation with Instytut Elektrotechniki Warszawa and the design office EC Engineering.
